The Government is encouraging the development of fisheries industry through the establishment of a National Fisheries Institute at Santiago. This was set up with the help of the UN Development Programme through FAO and is improving the catch and marketing of local varieties of fish including tuna, congrio, corvina, anchovy and merluza. Cheaper fish are made into meal for use as fertilizer, livestock feed and the production of a milk substitute in the form of an odourless, tasteless fish protein concentrate. Some of the problems to be overcome in the development of fisheries in Chile include refrigeration, transportation and the changing of centuries-old dietary customs in which animal meat is preferred to fish.
