In order to improve nutrition and incomes in depressed rural areas and discourage emigration of rural workers to the over crowded cities, the government is promoting the formation of cooperatives and associative groups. The UN/FAO World Food Programme (WFP) is contributing USD3.8 million worth of food aid over a three-year period. Some of the WFP commodities will be sold to vulnerable groups within the communities and the proceeds will benefit the community as a whole by providing a fun to finance small enterprises. Other funs for rural development will be generated by the sale to the Colombian Government of flour which will be used by the Institute of Family Welfare to prepare a nutritious infant food ?Bienestrarina?, which is distributed free to nursery school children.
