This WFP-supported project aims at producing a virtual "flood" of rurally produced milk to India's four main populous cities (New Delhi, Calcutta, Bombay and Madras). WFP has agreed to supply 126,000 tons of dried skimmed milk and 42,000 tons of butter oil for recombining and mixing with locally produced whole milk. It is the largest WFP-assisted project involving a total contribution of over US$160 million. "Operation Flood" was designed by the National Dairy Development Board of India, based on the pattern of a dairy project in the State of Gujarat called the Anand Dairy project. The structure of the Anand Project comprises a system of Milk Producers' Cooperative Societies at the village level, and a District Cooperative Milk Producers' Union at the district level.
